Abstract
The article gives an overview of the main arguments and characteristics attributed to the Competency-based Approach in education, so as to analyze the various definitions available and some of the proposals on the subject of teaching skills. Approaches and strategies are suggested for developing teacher-evaluation programs in the context of a generalized environment in the educational sector which is adopting the model of competencies for school reform, curriculum redesign, modifications in teaching strategies, and manners and functions of evaluation.
